Yes. Anyone carrying on or intermediating in lodging activity, expressly including private hosts, must submit traveller data, with a deadline of 24 hours. Separately, the single digital window and the platform data-sharing duties survive as implementation of EU rules, and regional tourist registration and licensing is unaffected and remains fully in force. Those are three different obligations, not one.
